They can be found in bushes, so using survivor sense can be valuable to your search. It is much harder to find them on hard mode, as survivor sense can't be used to locate loot.
The locations for the herbs are marked on your map after accepting the quest. Find the leaf icons to the northeast of the Ferry Harbour safe zone on the far northeast corner of your map and go to those islands. Once you reach the Ferry Harbour safe zone, swim out to the islands to the northeast. While swimming toward the islands, you’ll likely notice a white sofa on the middle island.
After grabbing the two herbs on opposite sides of the sofa, move forward into the dirt patch ahead and find the lavender herb to the far right. Move up the small rock wall along the dirt patch and look to the right to find another lavender herb. Run to the left of the dirt patch and you’ll find another lavender herb. Hop over to the island to the northwest and you’ll find one more lavender herb near the rocks – there are also two more in the bushes ahead.
Once you have all six herbs, go back to the Tower and give them to Toygar, who stands next to the bulletin board, to complete the quest. You’ll have to pick up your cash reward from his body.
