In Persona 5 Royal, you can purchase incense from Jose's Shop and the Mantra Ganda shop in Kichijoji. Jose is a special NPC that is encountered during the story on 5/7. He offers items and services in exchange for flowers and stamps obtained from the public's cognitive dungeon. Jose is randomly encountered within Mementos, and his location will be marked on the map.
